Operations Section

The Operations Section have responsibility for planning and controlling all hazardous area survey and clearance activities including NTS, TS, Search and Clearance, and Rapid Response.

Operations section duties:

The operations Section is responsible for receiving and gathering statistical data about the ground activities of all IAs, agreeing clearance plans, issuing final certificates of Tasks, internal & external memorandum, rapid response data, and the assessment of new potential DAs before overseeing their entry into the IMSMA system.

In addition to the responsibilities of all Section Heads, the Operation Section Head has the duties listed below:

1- Planning, tasking and supporting various survey and clearance activities of the IAs (including LAF) in accordance with the National Standards and the LMAC’s objectives and priorities.

2- Controlling and refining the LMAC prioritization system to ensure its continued relevance in accordance with new developments.

3- Coordinating with implementing agencies and all stakeholders to agree on appropriate action plans for each survey or clearance task, making use of available assets and prioritizing the safety of the end-users of the land and of the IA’s staff.

4- Ensuring that Quality Management principles are applied to the varied survey and clearance activities of the IAs as required in the NMAS.

5- Assessing the SOPs of all Mine Action IAs seeking accreditation to work in Lebanon to ensure their compliance with the NMAS, requiring changes, when necessary, then making appropriate recommendations to about the IA’s accreditation to the LMAC Director.

6- In coordination with the QA/QC Section Head, assessing the IA’s training of all Mine Action field staff, and conducting tests as required.

7- Ensuring that accurate and timely collection and recording of all operational data, are recorded in an IMSMA compatible format in a timely manner.

8- Arranging Land Release and handovers certification as required, In coordination with all stakeholders.
 
9- Advising over IMSMA requirements to ensure the effective collection, recording, and utilization of data.
LMAC made a major progress in clearing contaminated areas despite many challenges facing deminers (Grass roots and Lebanon’s climate and topography) and is currently seeking more funding towards having Lebanon a country free of the impact of mines/ERW including cluster munitions.
